I think it was reflex. There's a danger approaching, and he has a gun for defence.
I think it's quite possible that he believed that she was backing up her vehicle to park it. I think he was surprised that she put the vehicle in drive and, with tires spinning on the ice, was heading straight for him as he was passing in front of her vehicle.
If the tires did not spin on the ice for a few seconds, he would have still been in front of the vehicle when she drove forward. It was split seconds to make sense of the situation and react.
A mother of three is dead because that murderer. Ms. Good is the victim. I can't imagine the terror she felt in her last minutes. She made good decisions, and she actually was in danger.
