  • Medical Conditions - Williams has a history of drug abuse.
  • Distinguishing Characteristics - Caucasian female. Blonde hair, blue eyes. Williams has a Cesarean section scar and possibly a hysterectomy scar on her abdomen. She has a steel rod implanted in her lower left leg and wore a leg brace at the time of her 1996 disappearance. She has a scar on her her lower left leg, a dot tattoo on her left wrist, and a yellow and green rose tattoo on her right wrist.
Details of Disappearance
Williams was released from the city jail in Kansas City, Missouri at 2:13 a.m. on November 3, 1996. She was last seen in the vicinity of the 1100 block of Locust. She disappeared afterwards and has never been heard from again.

She was a drug addict and a prostitute. Williams frequented the Independence Avenue and Old Northeast Kansas City areas, and also Kansas City, Kansas. Connie had worked the Avenue about 15 years, starting shortly after dropping out of Northeast High School.

Williams kept in regular touch with her mother, who was caring for her children. The last time she saw her mother was on October 10, shortly after she was released from jail. She spent several days resting at her mother's home.

Williams told her mother there was a contract out for her life and she would probably be killed. After her disappearance, her family got anonymous telephone calls from people claiming she had been murdered. The stories were never verified.

Williams was a friend of Sherry Livingston and Christy Fugate, both of whom were murdered and dumped in the Missouri River. Williams's disappearance is believed to be related to several other missing and murdered local women whose bodies were dumped in the Missouri River. They are believed to be the victims of a serial killer. Two of these women who also worked on Independence Avenue, Jamie Pankey and Cheresa Lordi disappeared; Pankey in 1996 and Lordi in 1997, and neither were ever found. All of the victims were connected to drugs and prostitution and frequented Independence Avenue.

Foul play is suspected in all the cases, which remain unsolved.

That is impossible as Greg Breeden had been in jail since 1994.
Thanks for clarifying. Which means there was someone else who was throwing bodies in the river in the 90's. I wonder if there were any suspects for them and for Connie, Jamie Pankey, and Cheresa Lordi's disappearances?

100% at least one other killer in that area as at least 12 more women went missing after Breeden went to jail. Almost all of them were shot in the head, though at least one was found with her legs missing. The DA refused to give the reports to Breeden's lawyers in the murders which is why his case was thrown out. They knew if they gave it their case was shot since all his suspected victims had their legs cut off.

There was a dismembered body found in the river in June of 1997. They appear to still be unidentified. Connies sister thought that jane doe was her sister, but law enforcement werent so sure. Idk if this jane doe was formally compared to any of the missing independence ave girls. Jane doe doesnt appear to currently be in namus.

It's more than clear that if she suspected she was going to be murdered, it's most likely... drugs and the streets took another life... her children were the ones who suffered the most... at least they had someone they trusted with Connie... it's very likely we'll never know what happened to her...
