MO - FBI on alert after dozens of propane tanks stolen & lg purchases of prepaid phones

Exactly how are they getting the Propane Cages open (and without anybody noticing)? One day at noon, I was at Lowe's waiting near the front and a Blue Rhino truck came to stock new tanks. It took him atleast 2-3 minutes to get the cage open (with his equipment), and a good half hour to finish the job. Late at night, you would think someone would be driving by and call the police?
