Well, there IS an upside, so far. No businesses looted or burning. Tear gas is a very good distraction from looting and burning, IMO. I've experienced it in military training. Not pleasant.

In fact, I'd go so far as to say tear gas is a very good DE-ESCALATION measure. There are lots of non-lethal distraction measures that can be employed to encourage crowds to behave in accordance with the law.

Smoke bombs OR tear gas-- keep it coming. It works. And no one dies from smoke bombs or tear gas. It's just unpleasant.
