Are they inside the ballpark or outside? I would guess there are ordinances that dictate what can and can't be done outside. Inside, yes, the Cards absolutely control any and all banners.

Actually, I've yet to see anything interesting. Maybe they should just have a Pot & Pan Parade. Easier on the vocal chords (which will soon give out, I hope!)

I don't know what balcony you're talking about but if it's outside the ballpark, it's probably at ballpark village and they have some pretty stringent requirements for even getting in. Dress codes or something. I haven't been there but I recall it being discussed back at the beginning of the season about how those rules were put in place to keep the riff raff out.
