I don't think it it is likely to be Kevin - police say the body has probably been there 'several months' and locals recall a very bad odor back in February. That suggests it was early in the year that the person died.

Found by teens - who were hunting rattlesnakes! How strange.

Where could he have gone? I am guessing there's no foul play as it is emphasized that he suffered from mental illness. Many times the cases involving mental illness or Alzheimer's, they wander off on their own. I am familiar with the area in which he lived. If you Google map the surroundings of his house it's rural and yet, in the middle of town. He must be in those woods. But why?
