Although along with Naloxone availability I still think information distribution that you can call 911 for overdose victims without police involvement is the real key, it's probably also good for fairly stiff penalties to be handed out related to failing to do so. I just wish every single article explicitly stressed that 911 could have been called without repercussion but with the family's grief causing them to loudly broadcast that they believe the drugs were forced onto her, it creates a complex (but all too common) job for reporters.
