Last Seen - 03/23/1991

Missing From - Bay St. Louis, Mississippi

Age - 36

Race - White

Sex - Male

Hair Color -
Brown (curly in style)

Eye Color - Brown

Height - 71

Weight - 150 - 160

Medical Details - Wore a mustache, had a tattoo of 'Glenda' on one arm, and 'Ruth' on the other (specific arms not provided).

Clothing - Black jeans, a cream colored buttoned shirt and brown suede shoes.

Circumstances - The missing person was last seen driving along Beach Boulevard in Bay St. Louis, after dropping two friends off at a destination in the early hours of morning. He did not arrive home as planned, and has not been seen since. At the time of his disappearance, he was driving a 1988 gold Toyota Station Wagon, which has not been recovered. The case remains unsolved.

William "Billy" was 36 when he was last seen driving along Beach Boulevard in Bay St. Louis, after dropping two friends off at a destination around 3:45 a.m. that Saturday, March 23rd, 1991. He did not arrive home as planned, and has not been seen since.
At the time of his disappearance, he was driving a 1988 gold Toyota Station Wagon, license plate 1CMP963, which has not been recovered.

William worked at a Pass Christian construction company as a carpenter. That Friday night he went out with two coworkers, one a Bay St. Louis resident and the other living in Pass Christian. They reportedly went to a lounge in Pass Christian, then he dropped them off at their respective homes before he was last seen heading home to his residence in Bayside Park.

Unfortunately, most of the files from the Hancock County Sheriff’s Department were damaged or completely swept away during Hurricane Katrina, so law enforcement since then has basically had to start from scratch with Billy’s case.
This may be why his case is not on Namus, as the case files were destroyed?

== Search Efforts ==

The Hancock County Sheriffs Dept. conducted aerial searches using a helicopter and a small plane to search for his car, contacted and interviewed those associated with him for almost two months, and checked New Orleans car pounds. No leads turned up.
The investigation was conducted as though foul play may have been involved. From what they learned of him, it was unusual for him to go missing.
A $1000 reward was offered for information.
A benefit was held at the VFW in Lakeshore in June.
His daughter began a social media campaign.

Around 2023, the sonar search group Chaos Divers checked the Bay St. Louis Bridge and down the Jourdan river.

It looks like there's a good amount of bayous near Lakeshore that could be searched if he took South Beach Boulevard after dropping off the coworker who lived in Bay St. Louis.

He more then likely took backroads home. There are a lot of bodies of water in Hancock County and with rise in popularity of underwater searches with nonprofit organizations, would it be possible to get this case more attention now? Anyone know if the marshes and/or woods on South St have been searched thoroughly?
