Given Waters's three previous convictions for hit and run involving personal injury, his many DUIs and that it was his vehicle that was involved, I think there's a pretty good chance he was the driver. And I still think there's a pretty good chance that this was yet another catastrophic example of his horrible driving skills.
As many have commented, for some people, 6:30 am Saturday morning is just the tail end of Friday night.
I can think of several cases where the perpetrator was highly motivated to help LE find the victims but they were unable to remember the exact locations. Even getting them out and driving them around wasn't successful.
If these two were unfamiliar with the area, if they panicked, if they were driving around sticking to gravel roads and two lanes, if they were under the influence or if many other factors, they may not be able to describe where they left her accurately.
And if they didn't have cell phones or were out of cell coverage for significant periods of time, then cell phone pings are not going to be particularly helpful either.
I really think this is VERY likely.
I wonder if they can peg these guys to some bar Friday night? Maybe Billings?
