Why did they keep giving this guy probation and letting him go? He'd already been arrested three or four times for sexual assault and attempted murder, and they just let him go... Sometimes with multiple witnesses...
He was a minor during the first kidnappings... he received probation and a penalty for the first child... he wasn't punished for the girl because his probation officer wasn't aware, and he was jailed for attempted murder for the two children... This happened in two years, from '75 to '77.
Surely a guy as twisted and sick as this has many crimes that only he knows happened...
Most likely Zachary was murdered by this mentally ill man... one of the worst human beings to walk the earth...
