@Klcanning ...this person Bobby was going to meet on Market Street...did you know them? Do you know if Bobby ever met up with this person?
Were security cameras checked around Market St and Delaware Ave?

Missing all of his belongings and his pants ripped off after he decayed. Yep, sounds like an accident to me. It is just sickening that the law enforcement in Delaware is allowed to just decide what they want to investigate or not investigate.

This question is not one I want to ask except the Jeans and the reporting of that ,makes me wonder if the people who knew he was in the wall might of went back to get the jewelry, after his missing persons media reports went out .
Do you think that is a possibility?
Like a return to the scene type of thing?

I did not know him, but now I know plenty about him. He stated that Bobby reached out to him within a couple of days of when I picked him up, which was 2 days before he disappeared, but that he never came to see him. I don't understand why Bobby would state so specifically that he told me he was going to go see this specific person, when in fact he never even told me that he was leaving. The lack of investigation by the police in Delaware caused there to be no camera footage available to view because his body was discovered almost 10 months after he disappeared.The police that "investigated" when his body was found wrote off the discovery as something they don't investigate because he was a skeleton and handed it to the division of forensic science. So back and forth the responsibility to investigate went, leading to no real investigation at all.

Here is the only police report I have been given access to and it is just a summary given to me by the Elkton PD, as part of the close of their investigation into him being a missing person.

I think that the people/person on scene the day his body was found panicked and ripped the pants off to ensure there was no ID in his pockets. The first person that found the body and alerted the building owner that he found it, said the jeans were in the corner (pipe chase) WITH the body. The owner of the demolition company, not the building, claimed that the jeans were in the other corner of the bathroom with the pockets turned inside out.That man actually described details about the belt Bobby was wearing, that were later confirmed by the forensic investigator.I recorded each of these conversations and turned the recordings over to the police. They still chose not to investigate.

I'm kind of late to this, @Klcanning, but why is Elkton PD involved? Did your brother originally disappear from Elkton? I'm born/raised in Wilmington but live in Newark now 5 minutes from Elkton so trying to understand. My partner is connected to the new governor of DE and a few state reps from DE so I will ask her to pass this along to them.

No, I did not know the person but I have communicated with him over text asking if he saw my brother that day or if he was contacted by my brother. He says that my brother reached out to him a few days before he disappeared and that he never saw him. Also no to the cameras being reviewed. Law enforcement in DE refused to investigate, so by the time his body was found all camera footage had been deleted.

Hi and thank you for taking the time to read and reply. The reason I reported Bobby missing with the Elkton PD, even though he disappeared from my house in Claymont, is because DE State PD said it had to be reported through NCCPD and NCCPD said he "did not fit their criteria of a missing person" and refused to take the report, refused to even come to my house. He had lived in Elkton for years, so I went to the Elkton PD station with my family and an advocate from the shelter that he had been working with to find housing and asked them if they would be willing to take the missing person's report. They did and they spent a ton of resources and almost 10 months doing everything they could to investigate his disappearance, only for his body to be found in Delaware only 5 miles from my house, which brought an immediate end to their investigation or any investigation for that matter.

Hi, and yes, I recently spoke to a well known and highly respected PI. I explained everything that I have been able to uncover and the absolute refusal from the DOJ to release anything to my family, including the autopsy report or even the DNA confirmation report. He believes that I was able to uncover as much as he would ever be able to and recommended I find an out of state attorney for representation, as my only chance of discovering anything would be to file suit against the DOJ and/or Wilmington PD. That costs a ton of money that I just can't spend right now. He also stated that this is a tactic that is used in Delaware by law enforcement and the DOJ, just keep denying and stalling because eventually whoever is questioning them or pushing back against their investigation will eventually run out of money, energy, and hope.
