Circumstances of Disappearance: Debbie lived with boyfriend across from where she worked (Sea Ranch II) and left work at 10pm on 02/08/1992, and was not heard from or seen again. She walked home to and from work. Her purse was found by an unknown truck driver who found the purse beside the road in front of the marina and her mother was called by the man who did not give his name. The boyfriend stated to the family that they had an argument and Debra left. After months of contacting the boyfriend and still not hearing from or seeing Debbie a police report was filed on June 24th, 1992.

Clothing and Accessories
Accessories: Debra's purse was recovered at an outer banks marina by an unknown truck driver who then allegedly turned over to her roommate/boyfriend at the motel where she worked and lived a few days after her disappearance. It was returned to her mother by her boyfriend/roommate.

Clothing: In 2013, Debra's mother said she did not know what Debra was wearing when she went missing, however, Debra always wore 'Lee' jeans and a denim jacket or possibly a black leather jacket. Due to the time of year of Debra's disappearance, she most likely would have been wearing the jacket/coat. She further stated that she liked to wear t-shirts with her jeans.

Eyewear: Debra did not wear glasses.

Footwear: Debra's mother said she often wore 'sneakers', an inexpensive kind, and not a particular brand.

Jewelry: Debra's mother said she did not wear a lot of jewelry, but did have pierced ears. She said she often wore black onyx stud earrings that her mother gave her.

Distinguishing Characteristics: Scars, Marks, Tattoos: Caucasian female. Allen has a scar on her upper lip. Her ears are pierced and she has a tattoo of the astrological sign for Libra on her upper arm. Her nickname is Debbie.

Details of Disappearance: Debra was last seen in Kill Devill Hills, North Carolina on February 8, 1992. She left her job at the Sea Ranch II marina at 10:00 p.m. and walked to the motel where she lived with her boyfriend. Her boyfriend stated they got into an argument and Allen left and never returned. A truck driver found her purse beside the road in front of the marina a few days later. Allen’s family reported her missing on June 24, 1992, four and a half months after she was last seen. It’s uncharacteristic of Allen to be out of touch with her family. She is a U.S. Navy veteran.She has never been heard from again.

While doing some research on some other cases in Dare County, I noticed UP2805, remains discovered sound side just north of KDH in Southern Shores in 1996. The cranium recovered is believed to be that of a Caucasian female, 20-30 years of age, who died approximately five years prior. Allen was 32 at the time of her disappearance in 1992. If the remains in Southern Shores are those of Allen, it seems plausible that her body was thrown from Wright Bridge. There were only two quick ways back to the mainland if you're in KDH, Wright Bridge or Baum/Umstead Bridges, Dare Bridge wasn't finished until 2002.
 
Update: I contacted the regional program specialist regarding UP2805. She said she would contact the appropriate agencies. I went ahead and stopped by KDH Police to make sure they received the information regarding the remains found in Southern Shores. <modsnip>
