“Every year it just seems harder and harder, because you feel like people are not doing what they’re supposed to be doing,” Franks’ sister Jessica Wilson said. “I feel like if she wasn’t a trans or someone that was addicted to whatever, then they would be on top of it.”

“She was like a breath of fresh air, would give the shirt off her back to anyone even if she didn’t have a few dollars in her pocket. She wouldn’t even hurt a fly,” Wilson said. “Just think about the things you say before you say it, because, like I said, she was somebody’s family member.”

Wilson also said she believes Franks’ identity as a transgender woman has affected how the case has been handled.

“If she had no past, no background, and she wasn’t in transition and stuff like that, they would be on top of it,” Wilson said about the investigation. “Every time you hear about my sister’s case is every year when y’all do a story.”

Jacksonville Police Department took the lead in the investigation with assistance from the FBI. Police Chief Jarad Phelps, who was not with the department when the murder occurred, said leads have become less frequent over time.

“Last year was the last time that we got a good lead that we went all the way through to exhaust all those leads, so hopefully someone can come forward today to give us a little more information,” Phelps said
