Gaston County cop found missing teen, then raped and impregnated her. Now, family is suing.

When a Gaston County teenager went missing in 2015, Lowell police officer Paul Blair was assigned to her case.

First he found the 13-year-old, a new court document says, then he began showing up at her home late at night, bringing candy and giving her rides in his patrol car.

Blair, a husband and father, told the girl’s parents he wanted to be their daughter’s mentor. Instead, he began having sex with her in his patrol car while still on duty and wearing his uniform, the court document says.

At 14, she became pregnant with Blair’s child, the lawsuit says. In 2017, the veteran officer pleaded guilty to statutory rape and was sentenced to 12 years in prison.

In a new lawsuit that surfaced in federal court this week, the teen and her mother are seeking damages for what they describe as the physical and emotional damage caused by Blair. They also want to be reimbursed for the costs of first delivering and now raising Blair’s infant son.

A former Lowell police officer sent to prison after impregnating a 13-year-old girl faces allegations in a civil lawsuit he has tried to communicate with the girl while he remains incarcerated.

James Paul Blair was in Gaston County District Court on Tuesday for a hearing on the allegations brought by the girl, now 16 years old.

Blair, who pleaded guilty to statutory sex offense in 2017, told District Court Judge John Greenlee he has not tried to contact the girl. Blair received a prison term ranging from a minimum of just more than 12 years to a maximum of 19 1/2 years.

The girl’s attorney, Whitney Edmondson, claims Blair sent a letter to Baxter for her to give to the girl. Blair also called Baxter from prison and had her set up a three-way phone conversation with the girl, Edmondson said outside court.

Baxter admitted to talking with the girl, but only when the girl initiated conversation.
