Warrants: Suspect in fatal hit and run facing five charges
Sigg has been charged with:
  • felony death by vehicle
  • felony hit and run
  • driving while impaired
  • felony possession of a Schedule VI controlled substance
  • possession of an open container in the passenger area of a vehicle.
In open court, it was claimed that she was kicked out and refused service at several bars due to her intoxication. She is accused of driving toward the beach on Eastwood and hitting Domitrovits while he was crossing the road. Then, it was said she drove off at a high speed but her car broke down on the side of the road near Carolina Bay.

She allegedly asked a person to give her a ride, leading to them asking what happened to her car because it looks like she hit somebody, and her replying that she thought she hit an animal.

In open court, it was claimed that she was kicked out and refused service at several bars due to her intoxication. She is accused of driving toward the beach on Eastwood and hitting Domitrovits while he was crossing the road. Then, it was said she drove off at a high speed but her car broke down on the side of the road near Carolina Bay.

She allegedly asked a person to give her a ride, leading to them asking what happened to her car because it looks like she hit somebody, and her replying that she thought she hit an animal. The Assistant District Attorney said the victim wasn’t able to be identified until his father filed a missing person report the next day.

The Assistant District Attorney said that she showed no remorse even when officers told her what happened and that she was “happy and acting like a cheerleader” during sobriety tests. Her BA level was .15, but the ADA thinks she also was on other substances. She cried through the entire appearance.

I live in this area still as a student at UNCW as well, I can give better description of the layout of the scene. So, the accident appears to have taken place on the block of 700 on Eastwood Road (also US-74) in Wilmington, NC. I can try to upload some photos of what this highway looks like but this intersection has a gas station, church, a few residential homes, and a few passing neighborhoods. This is a four lane highway with a median in the middle. The drive to Wilmington beach bars (only about 3 or 4 students regular go to, 2 mi radius of all beach bars probably) would be about a 10 min drive to the crime scene. Beach bars to UNCW campus would be about a 14 to 17 minute drive depending on specific locations and traffic. I used Jimmy's (most popular beach bar in Wrightsville Beach) as an example in Google Maps so HS would be leaving Jimmy's (aka the beach bar area) and be at the 700th Block of Eastwood Rd within 10 to 11 minutes from her departure.

I also think the bar that she was kicked out of and tried getting back into (which she ends up making a scene and leaves in her vehicle) should be held liable for their effort (or lack thereof...) in this crime. Many will not agree with me on this and I am okay with that. I do want to shed light on my perspective as a local student here, many of the beach bars have some very deep criminal history regarding sex trafficking and financial crimes. Jimmy's Beach Bar here is a place that is frequently discussed alongside the New Hanover Police Dept. In my junior year, I remembering many of my colleagues posting awareness photos of the drug & rape cases that have been reported at Jimmy's. For the life of me, I cannot find any court or legal documents containing this information so if anyone is able to find that it would be very helpful. The owner of Jimmy's is Jimmy Gilleece in Wilmington, NC. I feel the students & locals should know if sex crime rings are being quietly conducted. I will also admit our legal system here like anywhere else in America, is WIDELY corrupt. Cases going "cold" here for business and store owners happen daily as many of their owners are funded by bigger corporations tying down police efforts. Clearly, Siggs does not need to see the light of day ever again due to her inability to make conscious decisions and carelessness of others safety/health. Do not mix my statement on the police department here with the heinous act and allocating accountability to Hailey Sigg as SHE decided to put the keys into the vehicle and turn the ignition during her incapacitated state.

It would be interesting to find out when was her BAL first tested. I understand it took some time between the vehicular homicide and the moment they checked BAL. If she is a habitual drinker (stage II alcoholism), her 'liver is trained to break down alcohol rather fast, so the BAL could have easily been way higher when she left the bar.

The problem with the bar is, the bar is not allowed to check patrons' BAL and the decision to not provide more alcohol is made when the patrons behave drunk, which I suspect is what has happened. Unless the bar sold her "schedule VI" (I doubt), there is no way they can be legally held liable in this specific case. Even if the bar is closed, what do you think will open up in this building? I bet, another bar.

I wonder if sooner or later, there should be a law introduced, and why not a "Domitrovits law"?

So far is used in DUI cases, but many politicians in Canada, Finland and Japan are proposing its universal use. It should be calibrated to the maximum legal BAL allowed in the country, or in case of minors, to "0", but if kids with money for education are stupid enough not to call Uber when drunk, the society should protect themselves against these kids stupidity.

THIS !! Like you’re making me want to make this into motion and do more research!! Also for others reading BAL/BAC from my understanding just differences in regions/country.

The differences are what is maximally allowable in each country. Bad news: maximally legally allowable BAL/BAC (it is the same) of 0.08% (for adults in the US) is the highest in the world. We are not the only country in the world allowing such BAL as the legal limit, but it might result in higher fatalities. I honestly believe that Uber and Lyft have improved the situation and lowered the DUIs. But, if people drive their own car to a bar, then get drunk, get loud, get thrown out of a bar and, probably still in aggressive mode, get behind the wheel and drive, someone might pay with his life. There is only one way to limit access of impaired drivers to their cars. Let's campaign for ignition lock devices. High time, before we got flying cars...

Yes this is a large barrier in fighting these crimes and homicidal situations. I wanted to ask you what or how you think I should start to work on a "Rory Law" if it's even possible? I don't know much legal literature discussing liability or policies of North Carolina's bar/club patrons. Many of these beach bars (I have attended and still do...) have multiple bouncers or police officers standing outside the bar. Could we potentially find a gap in the system in addressing possible patrons leaving and club bouncing (going to diff bars and clubs in 1 night).

Im open to a different approach as well! HS had a previous DUI prior to the vehicular homicide of Rory. Is there a policy or law on repeated DUI offenders?

Does Europe only use IID? Or some use regular breathalyzer?
 
I look thru the page. I noticed mainly 3 categories for drinking to driving tolerance: (1) no tolerance like many Armenian counties/regions (2) 0.05% and (3) 0.08% which is the U.S. at a federal level. Therefore applying to every state, I am pretty sure. Like I said, I've been wrong before lol-->

I can't imagine lowering the federal DUI limit in the U.S., I know it is something that would never even be considered in today's political climate.

I still do wonder the differences in treatment or sentence varying between U.S. & other countries. If you were to get a DUI in your part of UK (@Charlot123) what would that look like? Sentence time periods? With multiple offenders do they all receive the IID? or do some countries use the standard breathalyzer?

HS has a prior DUI charge BEFORE the vehicular manslaughter happened... why the hell did she not get an IID then?

I live in the US, not UK, and in WA, not UT, we have 0.08%. I am not a lawyer. What I have noticed here is that the first time people are trying to get a good lawyer and minimize the consequences of a DUI. The deferred prosecution people prefer to leave for the second time. The third time, it is, likely, jail. And of course, everyone tries to get treatment and goes to AA, but alcohol is, essentially, the same as any drug, very addictive.

I am not a big drinker, so my interpretation won’t apply to myself, but in general, I expect that at 0.08% BAL a “subproblem” drinker should be able to pass field sobriety test. Ultimately, BALs are about safety.

But in general, we have to start somewhere. In Utah, many things are different. I know people with alcohol-related problems who move to Utah. Of course you can get alcohol there, too, but it is less accessible than here. Honestly, I don’t foresee that the problem will be between Utah and federal BAL, the problem will be of a different type. However, Utah might be more willing to support such campaign. For example, distracted driving act (prohibiting texting and driving) was first introduced in WA in 2007, but the catalyst was the case of a vehicular homicide in Utah. And Utah was very proactive.

Reminder to those following the case, after months and months of awaiting the court date. Next Thursday (5/30) she has a public hearing in which I will be attending as it is NOT a closed (not open to the public) court case. I will try and update what the findings were as they will also be available to find via NC Courts as well as New Hanover Police Department.
 
I was unable to attend the court date on 5/30. I wanted to see if anyone else could help dig up some information or help me make sense of this? All I can find is old blog post in Wilmington at the time of the event. Other than that, I cannot find a single thing. Any help would be greatly appreciated!!

I don't know why but I can't seem to find any updates. I've looked on the NC courts website and even using her case number as well as name. I will keep looking but please let me know if anyone can find anything of substance.

I used the link in my post and chose to search both district and superior courts, then put in her last name. Two court dates coming up in December, 12/6 and 12/13, both for speeding.
 
Hello all,

I have been busy with some life events so apologies for not keeping up with the thread. I am included in her updates for court hearings. Of course, as I expected. Her trial now is supposed to happen on 11/12/2024 at 9AM in the New Hanover courthouse. Her docket number reads: 23CRS446096. I will say many believe her parents have tried to keep her trial inaccessible to the public. UNCW students and staff have been trying to follow the case but many come up short with current and even past events.
