Skull only recovered from a trawler net approximately 30 miles off the coast of Virginia Beach, VA. The skull was eventually brought to shore in Pamlico County, NC. The NC SBI brought the skull to our office on 12/03/1992.

This is probably the longest long shot in history but here I go. I contacted the Pamlico County, NC Sherriff's Office and submitted Captain Shirley Gibbs Russell as a potential match to these remains.

It seems the leading theory is that Shirley's husband disposed of her remains in a mine shaft, but they have never been able to locate her. JD's skull was caught in a trawl net in the Virginia Beach area then turned over to authorities in NC. I don't know if it's possible for a skull to travel through all the connecting waterways from Quantico to end up in the Atlantic Ocean near VA Beach, but if so, it had 3 1/2 years to get there. If this skull belongs to Shirley, I suppose it's also possible that her husband might have driven or boated to a place closer to VB, VA then disposed of her in the ocean there. My fear is that given the time span b/w Shirley's disappearance and the recovery of this skull along with the distances, locations and investigating agencies involved, authorities likely have never talked about the potential of this being a match. I plan to contact the NCIS Headquarters tomorrow since they're the investigative agency listed for Shirley's case. I'm sure it'll be a mess to sort through, but I hope my calls will at least get some investigative attention on these cases again.
