Union City, Calif. was forced to refund over $1 million in fines improperly collected from a red light camera at an intersection with a short yellow light. The short light was 1.3 seconds below the minimum time required by law, so it was trapping motorists who could not stop in time to avoid a ticket. [/FONT]
