Here's my take on the whole thing, Stele, and let me preface this by saying I've been there so I'm going from my experience. I think the press conference was done for a variety of reasons. The fact that Abby had contacted her mother was out there and people were wondering what in the world was going on and they were questioning why they hadn't been told, what kind of contact, how many times Abby had been in contact with her family, etc. So they had a press conference to deal with the variety of issues that had arisen when the public became aware that Abby had been in contact with her family. I think the reason ZH looked like she did was because she was under a tremendous amount of stress, not only was her daughter missing but she had received a letter and now everyone knew she hadn't told them about it and they were making their own conclusions about why she hadn't told them. In my opinion the pc was more about explaining why the information hadn't been released and taking Zenya off the "hot plate" so to speak than about any information about the letter. The trouble is, in an investigation things are held and "secrets" are kept. Those secrets and withheld information can upset people and make them turn. There are things that go on that only the parents know and even the other children in the family don't know about, and people's feelings can get hurt when they feel there is a lie by omission. So now, not only did Zenya have to deal with the core issue of not knowing where her daughter is, she's also got to publicly face her friends and community and explain why she didn't tell everyone about a letter. I would expect her to look fearful, embarrassed, tense and anxious. When the facts came out, she was exonerated but I can imagine while they were waiting for the pc people were likely calling her and all it takes is one very outspoken townsperson to make a riot.
As for the chiefs letter, I think that was more about thanking the agencies that had rushed in to help and to ease the investigation to the next stage. I think he may have been addressing the fact that agencies were pulling back and to ease the tension that everyone must have been feeling. It's so hard to see the trucks pack up and the searchers leave and the person hasn't been found. It makes everyone feel like they didn't do their best, and I think he was trying to tell them they had done everythying they could and more and not to be disappointed.
