“The central and most important finding in this investigation and report is that Harmony’s individual needs, well-being, and safety were not prioritized or considered on an equal footing with the assertion of her parents’ rights to care for her in any aspect of the decision making by any state entity,” said Maria Mossaides, director of the Massachusetts Office of the Child Advocate.

Moore's proposed Montgomery Commission would map out the handling of a child's welfare and best interest regarding their case, and make sure that the parent's or parents' rights are balanced with the child's needs.

this whole situation really bothers me. They need to just come forward and say what happened to her. Isn't there a way someone can make them say where she is? I know legally they can't but too bad they couldn't. That poor little girl deserves the justice she deserves. I am hoping deep down that she was given to a family that treats her good but I don't think that is the case in this situation.
I could make them say where she is.

jmho rather sure I'm saying this in safe company here, but WOW Adam's rights and Kayla's rights certainly triumph over Harmony's, her Mom's, and her brother's rights....

If the two kids hearings had been scheduled when Mom could attend both -- that little girl would be enjoying life in DC now & we all know it.

I know it's a long shot but can't they go over the gps on their phones and search all locations they have been that isn't stores and stuff like that? Like I said it is a long shot but isn't there a way to get the gps off their phones or something from when she was last seen to now or is that too far back? I'm super new to this whole thing so I don't even know if it is possible but it was a thought I had.

ugh i dont get why these fools and oakleys parents "Cant be charged" but the wests have been. im sure its state and evidence but its frustrating.

The answer to that question is everywhere on this thread. The mother didn't have any rights to Harmony, dad had full custody. She had contact with Harmony for a while until the father blocked her. She didn't know where they lived, she tried to find her either way.

and that right there is where the judge messed up by not making sure she had to have contact with her over the phone at least. If the judge had made it so she had to have some sort of contact i don't think this would have happened. i hope that judge feels really bad (putting it lightly) about what has happened to this little girl. I honestly don't even think the dad deserved custody at all but that is another topic that irritates me beyond belief right now.

How has it been 5 months and we still know nothing about where this beautiful little girl is. It makes me so sad and mad.

Parental rights were terminated. This is permanent & binding.

Can't find a good link to Massachusetts or New Hampshire law on this, maybe your Google-Fu is stronger than mine?

No judge would order any form of contact after TPR.

Her mother had zero rights regarding her. She was allowed to see her because her father wanted to, he didn't have to allow it. But then, he ghosted her, blocked her everywhere and she couldn't reach him or the child. The mother did way more than she could, she went looking for her, she alerted CPS that something was not right. Harmony's mother couldn't do anything, she tried though.

Mother's rights terminated prior and why dad became eligible to petition for custody. If only dad would have given up his rights to this child, she'd probably be living happily with the adoptee parents that welcomed her brother.
