I am confused about the sibling that was adopted (Thank God!). Are they full siblings? How could Harmony's dad be considered rehabilitated for Harmony but her brother was legally free to be adopted?

I believe they have different dads, according to the boys adopted dad. Will go have a look for a link.

I was thinking the same. Pretty sure I'd read an article somewhere on this thread that mentioned them being half siblings

So based on the Boston Reporter's interview (https://www.facebook.com/watch/?v=1134297697379609), Harmony and her brother were in Foster Care in Boston. He adopted Harmony's brother in Boston around 2019. At that point he inquired with DCYF in MA about Harmony and was told that she was going to be reunited with her father (presumably in NH). I assume that's when she left school in MA (2019) and they can't figure out what happened after that?

The Boston Reporter says he has been in touch with Harmony's mom over the years (since she is his son's mom) and no one could pinpoint where Harmony was and he never saw her.

What I don't understand is family reunification usually comes with a lot of conditions so how did they lose her immediately? Did DCYF in NH not pick up the coverage?

If you go to around 3.15 in the video you linked. He says when they tried she had already been with reunified with her dad.

ETA: Even so, you're right I believe a lot of people dropped the ball on this one.

I think the previous poster meant, normally when a child leaves foster care and is reunited with biological family, children's services usually follows the family for a period of time (sometimes it's three months in my state, sometimes longer) to make sure that the reunification is going well and any conditions (such as, the child continues in Early Intervention, the parents continue anger management classes or counseling, etc) are met.

I too am wondering why this didn't apparently happen here - perhaps the move to a different state knocked Harmony off the radar of DCYF.

If Harmony was last seen in NH, who saw her? Was it NH DCYF?

The father cut off contact with both sides of the family?
None of the relatives on the father’s side lived in NH?

So it sounds as if this presser will not be to announce that they have recovered her body.

You don't dig holes if you're looking for a living person though, and we've seen this movie before.

A press conference is scheduled for 4 p.m. on Monday. Manchester Police said only that the press conference is in “continued effort to locate 7-year-old Harmony Montgomery.”

(snipped by me)

2. Harmony’s Mom, CRS, Has Been Posting on Facebook About Her Daughter’s Disappearance

[...]

Her Facebook page says she is a “Stay-at-home parent” who “Went to Whittier Regional Vocational Technical High School” and “Lives in Tampa, Florida.” She is from Haverhill, Massachusetts.

Whittier Regional is in Haverhill, so I'm guessing it's quite likely that Harmony was in school in Haverhill.

It's just south of the NH border Google Maps

Not much new from the press conference. Still appealing for tips, and there is now a dedicated tip line. There is also a reward.

"Somebody out there knows something, it's time for someone to do the right thing."

"Enough is enough, this is a 7 year old girl, let's find her."

"I'll say, who Harmony should have been with, she's not with them. That's why we're here"
