DCYF's trying to hide behind confidentiality. They dropped the ball and for the sake of children, they need to be investigated. What happened to Harmony is happening to other children.

As for Harmony's family? They need to stop airing their dirty laundry and go to the police and tell them everything they know. The crocodile tears mean nothing if they aren't being upfront with the authorities.

Actually, the privacy laws cited are for the protection of minor children --NOT the agency. A complaint and/or investigation launched against the agency for failing to deliver their services according to the laws/regulations of MA and NH is a different matter.

Minor child privacy is pretty universal. I'm recalling the Millete case in CA where reporters were barred from the DCF hearings even for temporary guardianship.

I'm confident this will not be the last we hear of allegations that DCF failed to respond to complaints to investigate the welfare of Harmony. MOO

I think there's also the issue of him living in New Hampshire once he got custody too. She definitely slipped through the cracks because of this. I'm guessing that the adults around her in New Hampshire never contacted DCF there. <modsnip>

2014 – Harmony’s father, whose criminal history includes burglary, first degree assault, and stalking, and which dates back to 2007, was charged with armed robbery and assault with intent to murder which occurred during a drug deal. Harmony’s mother has criminal history in MA as well.

Sometime in 2019 – Harmony was last enrolled in school in Massachusetts, but (as of 12/31/21) LE did not yet know where.

Feb 2019 – Harmony’s mother no longer had custody; Harmony was returned to her father and no longer lived in Massachusetts.

Jul 2019– The uncle of Harmony’s father reported an incident to DCYF. After he reported the incident, his nephew stopped speaking to him. Montgomery told The Daily Beast that he called DCYF in July 2019 after he saw that she had a black eye — but nothing happened.

Sep 5, 2019 - The home at 77 Gilford St in Manchester, NH was owned by HM, 78, and CD from 2016 until it was foreclosed on September 5, 2019, according to the Hillsborough County Register of Deeds. … The property also appears to have been the home of KLM, 43.

Oct 2019 – Harmony was last seen during a police call for service in October of 2019 at the residence in Manchester. … The Manchester house was shared by several family members, including Harmony and her parents. The incident, which Montgomery said included him [Harmony's father] trying to push through the front door when he wasn’t allowed in, resulted in a call to the police and a divide in the family.

Nov 22, 2019 - Boston 25's Blair Miller adopted Harmony's brother on National Adoption Day. Miller inquired with DCF about adopting Harmony as well. A caseworker told him then Harmony had been reunited with her father.

The week prior to Dec 31, 2021 - Lauren Smith, Mayor Craig’s Chief of Staff, confirmed they received an email from an individual stating issues with DCYF and concern regarding a child. ... They forwarded the information to the police. … Aldenberg said police opened the investigation after being contacted by DCYF. Harmony’s mother claims she contacted the Mayor and police.

Dec 31, 2021 – LE said they received a report this week that Harmony has not been seen since late 2019. Press conference #1

Jan 2, 2022 – LE searched the home at 77 Gilford St, Manchester NH.

I’m admittedly late to this story and I’m a little confused.
So was just the brother that was adopted in foster care in 2019, and she was with her father still? Do those children have different mothers? Sorry, just trying to sort it out and get up to speed.
Outside of all that, with all the adults, family or friends or neighbors, who had any contact with Harmony….could have been just a few or dozens of people, not one of them cared enough to ask about her, worry about her, or report a thing. Absolutely shocking.

They are half siblings. Share the same Mother. Different fathers.

Regardless of family drama and what actions NH DCYF did or didn’t take, after Harmony’s case was closed in MA, she was placed into her Fathers custody in 02/2019, per link posted upthread. It sounds like after that happened, HM left MA to go live with her Father and some of his family members at the residence in Manchester, NH. At least as of October 2019 they lived there when reportedly HM was last seen by paternal uncle KM during some sort of contentious incident that occurred at that residence. After which, reportedly AM cutoff all his family, which I guess is his right to do.

Having said that, since Harmony was last known to be in the custody of AM when she was last seen over 2 years ago, imo the onus is on AM to explain where his minor daughter is as he was her custodian at the time she was last seen therefore, responsibility for HM, her overall care and whereabouts at all times while under his custody lies squarely with him, does it not? As I stated in an earlier post based on statement in Police Chief PC, they know via NH DCYF who she should’ve been with i.e., the person who had custody of her since 02/2019 and where they last lived and Chief said paraphrased, she is not with those people (LE verified she is not with AM or any of the paternal family members he & Harmony lived with at the Manchester residence), nor are any of those people still living at that location. (LE went to said residence and verified that AM, HM or any other paternal relatives no longer lives there). LE haven’t said AM is missing or that they’re looking for him so he can lead them to Harmony i.e., ‘if we can locate AM, there’s a good chance we may find Harmony.’ So again, imo LE most likely know where AM is, made contact with him and he’s possibly either not cooperating, telling stories about where he last had/saw her and/or who he left her with, etc, etc. No one just forgets where their 5 year old child is and/or loses track of them and never reports child missing to authorities UNLESS they have reason not to report child missing which we’ve seen happen in other cases which sadly, usually doesn’t end well.

The urgency is locating Harmony and AM had custody of her when she was last seen/verified sighting by paternal uncle over 2 years ago and so imo, AM has a lot of explaining to do. I wonder, where is he? Custodial Father not making any statements about his missing now 7 year old daughter? Not standing at PC with LE begging for his daughter’s safe return? Yeah, I think most of us know where this is heading, unfortunately.
Poor Harmony, such an adorable sweet looking child in her pictures, she deserved much better.

Hopefully, this family has been honest and up front with LE.

AM alleged that bio-mom collected HM from his home and he's not seen her since. And we know that HM's mother blames the father for the child's absence. Just an example of what LE has had to deal with here -- time away from the search to investigate and verify all the claims. Nobody put this child first! MOO

I think we all know DCF made serious errors, now the family is coming out of the woodwork. Could be this is finally getting attention or news. LE is questioning everyone. My question is, " have they found the father" I'm not reading anything about this man and I would like to hear what he has to say or where he's at. IMO

We don't know the father's level of cooperation (I can't imagine he's helping), but I don't think he's missing or anything (mom's Facebook post aside).

I'd love for a reporter to ambush him on his doorstep.

I'd just like to know if they found him, I don't see him cooperating but they could at least say they've talked to him and he's lawyer'ed up or whatever. IMO

Actually, at least one who is local and lived with Harmony stated that he did. Her paternal great uncle Kevin Montgomery lived at 77 Gilford Street with Harmony's family and other relatives in 2019. He said he contacted DCYF in July 2019 to report that Harmony had a black eye. He stated the agency didn't act. (It's possible caseworkers followed up on his tip but the uncle wasn't told about it.) The great uncle initiated the call that brought police to the house in October 2019. That response documented where Harmony was, who she was with, and gives a rudimentary indication of how she was as of that date. She was not taken into foster care after that police and DCYF visit.
