how does a body decompose to skeletal in a parking garage? was it abandoned? was the skeletal remains outside of the parkng garage? were they left there after they were already skeletal?

I recall seeing a another case where a decomposed or skeletal remains were in a parking garage. I believe that was a black female.

I wonder if the whole body was even dumped, maybe it was just some parts as it seems little of the body was recovered:

Why even put skeletal remains of a body in a parking garage? Its not a good hiding spot since it is a parking garage and since people are driving their cars in and out of the garage on a daily basis.

Here is just a wild theory in that maybe the wind blew the skeletal remains of a body into the parking garage. The Jersey Shore does get windy in the cold months(December-mid March) maybe.
 
Just thinking of this wand had a crazy thought. I wonder if someone was driving around with these bones and dumped them in various locations which is why they did not find a complete set. I wonder if the could tell how old they were of if they were buried some where and then unburied later on. It’s a shame there is such little info
