Perhaps the person who called 911 was an employee who spotted the child in the car and due to records knew how long the car had been there.

My sister's car has a rear seat sensor alert to remind you to check the back seat before you get out of the car. Idk the specifics but the first time I drove her car I had no idea what the alert was and had a mini freak out that I did something to her car lol (I don't have kids, can ya tell?) Crazy that we need to be reminded not to forget our kids in the backseat, but I think it's a great feature if you have kids.
