Noel was last seen at Cliff House in the Sutro Baths area of San Francisco, California at approximately 10:15 pm on March 24, 1990. Her boyfriend claims she accidentally fell into the water and he jumped in to save her, but was unsuccessful and she drowned. Noel's body was never found.
