Not sure why Doe Network would add Jamaica into the description. This seems highly unlikely...in fact I cannot recall ever hearing of Jamaican immigrants trying to get to our shores by boat. Surely much more likely to be Haitians.

The other male isn't on NamUs or DoeNetwork. My guess is that he was identified shortly after being found and was from Jamaica?
I didn't find any articles about smugglers, detained/dead immigrants from Jamaica, they were mainly from Haiti and Cuba.
