Remember that early on the Sheriff indicated that it appears SP intended to escape the room. So I suspect that he had other plans for those explosives and another part of the massacre that never developed. We don't, and may never know, why SP stopped shooting when he did and why his plan fell apart.
The Sheriff also indicated that SP had to have accomplices. He has since backtracked on that, and said that SP acted alone. So I wouldn't put much stake in anything the Sheriff says. He has blundered this investigation from the start.
This was clearly a lone wolf suicide mission from the start. SP was not that dumb. He knew there was no way he was going to get out of there alive. The explosives, like the extra guns is just another example of SP's excessiveness. He wanted more weapons than he needed there. That doesn't mean he planned to use them all. Just like he didn't need all the homes that he never stayed at.
