While officers investigated the scene, shots rang out nearby, and police discovered another victim shot in his head. The victim, 19-year-old JaeJuan Williams, was pronounced deceased at the hospital.

Lt. Ray Spencer with LVMPD Homicide, spoke at the rally as well, saying, “What I want to stress about this event today is not only the fact that JaeJuan was senselessly murdered but the fact that there are numerous witnesses that we know have not come forward. From our investigation, we have determined that there were several people who were present when JaeJuan was killed in July. I urge anybody who has the smallest amount of information to reach out.”

I'm confused here, is there one victim or two? They responded to a shooting and then shots were fired and another victim Jaejuan was dead? Did the first victim live?

Not sure if this is the case but some cities have gunshot detectors that actually notify police if gunfire occurs and where. They could've been responding to that or even calls about a shooting/gunshots, then found the victim upon arrival. Very sad.
