I wonder what was on the papers. Any articles from the time that might say?

NamUs states that the buckle displays a head of a horse, but from the photo it seems to be a horse silhouette. I found two buckles with very similiar horses (though they are of a completly different shape), both sold by the same ebay seller and unfortunately without much additional information:
