I wouldn't think transported by a carrier so much as recently arrived and still being prepped. Maybe he's the dude responsible for driving the new vehicles to a car wash and detailing them for the showroom? Or something like that?
Even though this is not apparently the 2022 model, it could be a leftover 2020 or 21 vehicle being sold as new. In that case, it wouldn't have any license, as it technically hadn't been sold. However, the shipping manifest must have easily identified vehicle information and VIN. It shouldn't be difficult to pin down where it originated, where it was heading for sales, and the shipper/ driver. This would not take 11 days to figure out, unless the driver (potential perp) could alter the shipping documents to make this appear to be a different vehicle.
