It specifically says the victim, which I'm wondering if the victim is repeating hearsay rather than what he actually saw: "The victim told police the blade of the knife was against a vein in his neck and Nowsch had his thumb pressed against the top of the blade." This other article also has some more details, though I don't know how accurate they are given how that the journalist gets other things wrong about the TM encounter:

Then her mother went home to find her pad of citizens' arrest traffic citations so she could go back out, find him, and issue him one. Similar to Neighborhood Watch, I guess?

I'm sure the prosecution will want to keep those out of court. (And we all know why, don't we?) But I'd be very surprised if they're successful.

The man's wife, who also asked not to be named, said she spoke with detectives on Wednesday because the suspect had put a knife to her daughter and her two friends at the weekend.

Actually I think this may be talking about the same event that EN is now charged with other than now a blind boy has been added to the story.

I think these have to be referring to the same incident. The Las Vegas Sun is reporting this:

Erich Milton Nowsch Jr. faces a battery with a weapon charge alleging that he used a black-handled folding knife to threaten the boy during a Feb. 15 street confrontation witnessed by the boy's sister and two other girls, according to court documents.

A boy and 3 three girls, or simply 3 girls. Can't be two different incidents.

Not sure which it is. Or whether it happened at all.

Along those same thoughts, I can't help but wonder about how much texting/posting KM might have been doing while big bro and mom were out and about....she indicated during the GJ she couldn't recall how long TM & son were gone....time flies when you are busy online. MOO

There was mention in MSM by one of the sons that there was a case of bullying involving his little sister and mom removed her FB page in solidarity with her daughter w/r/t the ''bullying'' experienced by her daughter. Would be interested in knowing the date of that occurrence to see if their is any connection to known 'frenemies' and the accused.

I can't say why it is under seal, but as far as charging him later it sounds like there was a separation of time between interviewing the boy and the witnesses. The boy didn't ID Nowsch in a line-up so they didn't arrest him them, but sometime later after speaking to the witnesses who were able to ID him in a line-up did they charge him:

Wait... the blind teenager saw EN across the street. But he "was unable to identify Nowsch in a lineup because he was not wearing his glasses at the time of the incident."

Then, sometime later, after EN's picture has been displayed prominently on nearly every website in the known universe, the other people who were with the blind teenager were able to identify EN in a lineup.

Also interesting that after the blind teen saw EN across the street, EN started yelling at him and crossed the street and pulled a knife and put it to his throat and "asked him if he was going to do anything." But absolutely zero information about what might have set off EN to do that. Just out of the blue, he crossed the street, started yelling & cursing at this blind kid, put a knife to his throat, and asked him if he was "going to do anything."

Okay. I find this account only slightly more credible than the driving lessons and road rage story.
