The suspicious Uber passenger is a promising lead, but I believe that all Uber/Lyft/etc require is a functioning card - which I believe can be the pre-paid sort bought at a grocery store with no no actual identification/bank attached.

Quick question. Are most devices that use cellphones as detonators usually flip phones? I'm just curious as to why. Is there something that makes a flip phone more useful than a smart phone?
Is it that even criminals won't use expensive items in such a device? Or is it that those are the easiest phones to grab for prepaid services?
I'm just trying to understand why it always seems that the older model phones are used in these cases.
Anyone out there that has the technology background that can answer this possibly?

That is a great question!

My assumption is that flip-phones are not expensive and they are finding used ones cheaply. But, can you find used flip-phones anymore?

Yes, prepaid phones are untraceable because there's no service contract*. And much cheaper than smart phones in any context - thus older (flip) models are used. The Boston bombers did a few test runs in an abandoned lot, and I'm sure others attempt this type of detonation and thus need cheap throwaway materials. If all that's required is a phone call (ie activating the phone that's left and connected) it doesn't matter what kind of phones are used in terms of smart vs. flip.

Smart phones probably have too much hidden location tracking etc that would make people nervous.

ETA: *untraceable until security footage from the store is reviewed. But so many drug dealers etc buy burner phones from little corner stores who are always SO surprised that their surveillance wasn't working..

I wonder if the second device was not meant to go off because if it had, wouldn't the letter have been destroyed?

You would think.
Not a very bright planner. Thankfully.

That's a really good question. That leaves 3 possibilities: 1) "warning" bomb that was never supposed to go off, just to show people that someone somewhere has the means to construct it. 2) some sort of indestructible space-age material paper. 3) incompetent idiot bomb-maker. I'm torn between 1 and 3.

The Chelsea bomb’s location suggests that whoever planted it either couldn’t find anywhere else to put it without drawing notice, wanted to cause as little carnage as possible, or didn’t understand the power of the device and thought it would turn the dumpster's steel into shrapnel. Steel dumpsters, based on their design and strength, tend to deflect blasts into the sky and away from people.

The bomber seems to have built the devices first, then set off to figure out where to put them. “Driving around with a bomb is probably pretty nerve racking. It points to someone who is inexperienced and didn’t build a bomb for a specific target.”

On CNN right now.

NYPD have the car taped off. They are checking it out. NYPD truck parked in front which is flatbed. They will move car. NYPD taking photos of car.

Certainly looks significant.
