Rolled in bed linens and stuffed into a garbage can... The smell was noticed by LE upon entering....
So, not one of those large dumpsters out back but a garbage can inside the place?! And a foot was visible?!
Hard to believe that no one (even uninvolved parties) saw, smelled,or overheard conversations about that. I think some of the people staying there are even more sketchy than I originally thought after finding out what generally goes on there.

You can die easily from ingesting liquid fentanyl. Pill form as well. It does not have to be injected.

A quick google search tells me that prostitution is legal in Italy, so he might not have thought of going to that place as doing something as dangerous or unseemly as we do (and obviously it was very dangerous).
