Details of Disappearance:
Bulmer disappeared on the evening of March 26, 1998, in Lockport, NY. She was last seen at approximately 10:30 p.m leaving Kendzies Restaurant on Main Street and was being followed by two African-American males. At the time of her disappearance, Bulmer lived in an apartment in the 100 block of Ontario Street, five blocks from the restaurant. She never returned to her residence and has not been seen again. She was not reported missing for several days.

The identities of the two men who followed Bulmer are known and both of the individuals are now deceased. One of them was her sometime boyfriend, who was murdered sometime after 1998. The other died in prison in June 2001. Both men were involved in the local drug culture, but it is not known whether they were connected to Bulmer's disappearance.

Bulmer had been involved with drugs and prostitution for some years, and investigators believe her lifestyle may have contributed to her disappearance. Foul play is suspected in her case.

Cynthia lived alone at 186 Ontario Street, Lockport, N.Y. She was not reported missing for several days.

Cynthia loved dancing and skating and shared her Ontario Street apartment with a dog named Gizmo. Bulmer became involved in drugs and prostitution in the years before her disappearance.

Foul play is suspected.

• On April 10 1998, Roger Bulmer reported his daughter, Cynthia (Cindy) Bulmer, missing after finding it odd that she had not shown up at certain places where she normally would or failed to call her family over a two-week span, according to Chenez.

Bulmer was last seen around local bars on March 26, including the Redmans Club in the city of Lockport.

Witness statements suggested that Cindy had become involved in drugs and prostitution, however, Dt. Lt. Chenez says there is no evidence linking her to that lifestyle.

Today, detectives believe Bulmer to be a victim of foul play, but without a body there is no definite answer, leaving the family without closure on what became of their loved one.

Cynthia Bulmer was added to the Doe Network's 2025 List of Closed Cases. It states the following:
Cynthia D. Bulmer (2329DFNY) missing since March 26, 1998 has been recovered. No further information is being released.

As of 01/08/25 her Charley Project Page is still up.

Found: Passed away in Iran on May 19, 2000.

Ummm ... I'm struggling with believing all of this ... wow. Was it confirmed with LE? Also, she went missing in 1998, not 1989 as shown on the Doenetwork snapshot in this thread.

Now that's surprising. It sounded like Cynthia was the victim of homicide. I wonder how many missing person cases will turn out like hers? Rest in peace Cynthia.
It is crazy how did she end up murdered there if that is the case. I'm confused does she have family there? It just seems strange because she doesn't seem like the type to want to go there. I say that because Iran is a pretty traditional country. And she seemed hm I guess pretty American in a way

Weren't they working on the case again in 2015? Wouldn't the family tell LE then that she passed away in 2000?

She was included along with the investigation into Sheryl Lyn Rucci's disappearance, but the focus was mostly on Sheryl based on a new lead that didn't pan out. It was more of an acknowledgement that Cynthia was also still missing than a focus on her specifically.


I recently stumbled upon the fact that she's a fairly close relative through someone else's DNA testing but there are complex family dynamics involved, and no one wants to discuss anything further. When the Doe Network confirmed her passing, one family member I'm not close with said it wasn't real, but there was no elaboration or confirmation from anyone else.
One person saying "not true" is hardly proof of anything but, in combination with the seemingly strange details of where and when Cynthia passed and the lack of confirmation by other reputable sites, it's enough to make me wonder if this is a very rare case of mistaken information on the Doe Network's part.

Has anyone seen anything else about this? Her Namus is still up...as well as every other missing persons site? Was the info on doe network a mistake?

According to The Doe Network's Facebook page, after others raised some questions and concerns, they sent the information they received to LE and there are no further updates at this point.
