No recent updates to this case in Namus; I had a look at the individual Namus records for MPs from NY around the same timeframe and fitting the age/race criteria - none list UP10319 as a ruleout. It's not clear what identifiers are available.

The original 5 WTC, destroyed in the 9/11 attacks, was on the corner of Vesey and Church Streets. The stairs would've been for the Cortlandt St. station, but I can't tell from the description which "Cortlandt St." station it was for, whether the one for the N and the R train, or the one for the 1 train (the closest one to the coordinates should not be assumed, MOO).
