There was chaos in the aftermath of the crash, with people running and screaming. The driver got out of the car, which had steam pouring from it, and started running before being tackled by a traffic officer and members of the public.
"He's just mowing down people. He didn't stop. He just kept going," Asa Lowe, a witness. "He got out of the car and he just started running until people tackled him down. Citizens just reacted."
Annie Donahey told the New York Times: "It was going at a fast rate of speed and to me it looked it was trying to hit as many people as possible.
"People were trying to jump out of the way."
