Does that mean he went unclaimed since he is buried at hart island.

It looks this way, at least at the time of his burial. I wonder what happenss if NOK are located after the burial on Hart Island, do they request an exhumation or do they leave their loved one to rest there?

From what I understand, they leave the person there, but loved ones can request to visit them at HI.

You can request an exhumation, but it is incredibly expensive and there’s no guarantee that they will find the person in the plot when they go to dig them up.
