I tried googling "M.S1955" and M.S1955 appears to be the code for a Military vest worn in the Vietnam War. Might this John Doe be a Vietnam War veteran?

Unconfirmed if it is the 3rd pattern or 2nd pattern of this vest.
Vietnam War USMC 3rd Pattern M-1955 Fragmentation Vest - Medium
The third pattern M-1955 vest was introduced in 1968 and features two large pockets and a shoulder rope on the right shoulder which helps to shoulder a rifle.

I wonder if MS are his initials and 1955 is his year of birth? Just a thought

I feel like his eyebrows aren't bushy enough as well as his height is a few inches off, weight is off as well. Also on his thread, he has been ruled out to be this doe. MOO

Oh geeze I can’t read 😵‍💫 ha! Never mind!

Joseph Consentino is ruled out in Namus against this UID (as well as being listed in his own MP record against this UID).

it could be like what one other sleuther said, probably a vietnam war veteran. But, the M.S initial rings a bell in my head, mostly because I associate it with M.S. 13. I'm not assuming its a gang tattoo but in most cases I feel like it is.

Also, does this file have a postmortem photograph? If so, how graphic is it?
