So the most likely explanation is that it was dumped in the woods several years ago, and then recently someone rolled it down the hill, across the railroad tracks, and into the river.

It's made from styrofoam and fiber glass...that should rule out "ancient" right? An art project that no one wanted perhaps?

Your theory sounds logical and correct....though some may prefer one of the Ripley's-Believe-it-or-Nottish theories, such as the head was part of a New Orleans Mardi Gras Float that went astray due to Hurricane Katrina.

Couple comments in UK's Daily Mail were pretty clever: "Finally they can block the Hudson to excavate and find the remnants of Atlantis!"
