According to Gouverneur Police Chief Laurina Greenhill, village police were called to the home multiple times over the last 7 years for a variety of issues including child abuse and neglect

She said they responded to the home 16 times, but the department has 25 total reports relating to members of the family.

Greenhill said the very first call police responded to was a child abuse/neglect complaint on March 28, 2013.

Since that time, Greenhill said were other calls to village police involving the family. The calls included child abuse/neglect, welfare checks, domestics, juvenile runaway, disorderly conduct, and criminal mischief.

Treyanna Summerville called the village police once on January 4 of this year to report a missing juvenile, Greenhill said.

What in the world made this happen?

Did an investigation occur, and due to what was found/said/seen, then allowed them to charge the sister with 2nd degree murder? I assume some factors allowed or made it imperative for LE to charge the younger sister. SMH. I wonder how much we will find out about this one? I'm betting not much.
So, so awful. Something went wrong somewhere/somehow.
Oh, how awful for that family.

Another article on this tragedy:
‘The system has failed this baby’: Gouverneur community mourns death of high school senior

The author of the article didn't intend it, probably, but the sense I get from the way this community is described is that everyone knew the family was troubled, many knew this young woman was in physical danger, and yet no one--neighbors, classmates, teachers, etc.-- really made an effort to intervene in any concrete way (aside from calling the police, whose response--as described in the excerpt below--seems a bit underwhelming). A vigil is a nice thing to do, but honestly (and this is IMO only) it strikes me as far too little, far too late .

SBM:
"Just three weeks ago, Staci Serviss, a Gouverneur home health aid whose family members live next to 135 Rowley St., said she saw Ms. Summerville at Colonial Laundromats, 180 E. Main St., in the village. At the laundromat with a friend, Ms. Serviss said they noticed Ms. Summerville sleeping. They observed her with cuts on her face and blood on her shirt. When they woke her to check if she needed help, to offer her a place to stay or a hotel room for the night, Ms. Serviss said Ms. Summerville replied that she was OK.

“You could tell she was scared of what was going to happen now that I’d seen her like that,” Ms. Serviss said.

Thinking something was off, Ms. Serviss said she called the Gouverneur Police Department. She said officer Jason Whitton responded to the laundromat and went inside to speak with Ms. Summerville. Upon reporting back to Ms. Serviss outside, she recalled Mr. Whitton saying something similar to “she has mental issues, don’t worry about it...she’s known for walking around town and digging at her face to make it bleed like that. She digs at her scars.”

“I explained to him, that’s not just a little scratch, her face looks tortured,” Ms. Serviss said. “The pictures you see online, and on Facebook, that wasn’t her face when I saw it. She had no hair on her head. It was shaved-looking. You know how hot it is, and she’s wearing winter hats to cover her, with hoods up and arms covered.”

Gouverneur police officer Alex Dagget was standing by at the vigil, to ensure the group’s safety, and said he did not know anything about any report related to Ms. Summerville at the laundromat three weeks ago. When the Times called the main line at the Gouverneur Police Department on Monday evening, Mr. Whitton answered the phone. He said he would look into sending along any information the department may have about Ms. Serviss’ call. No report or information was received by the Times at the time of this report. The Times has also not received any police blotter information from Gouverneur police, which typically includes information about village dispatches and is sent via email, since May 30."

Thre seems to be overwhelming consensus on SM from people who knew this family that there is no way the 13 yr old did it.

Stepbrother describes years of abuse in murder victim’s household

We’re hearing from someone who spent years inside the house on Rowley Street in Gouverneur where Treyanna Summerville died. What Treyanna’s stepbrother has to say about what went on in the house is disturbing, to put it mildly.

Police have charged a 13 year old with murder. Isiah says he doesn’t believe his 13 year old half-sister, who also lives in the home, did it.

Lashanna Charlton murder trial likely far off

Lashanna Charlton, who’s accused of murdering her teenage daughter, Treyanna Summerville, was back in St. Lawrence County Court Monday, but a trial date is likely far off.

The judge set another pretrial conference for Charlton on February 18.

Before then, Charlton will undergo a psychiatric exam at the request of prosecutors.

From February 6, 2023
CANTON, New York (WWNY) - The woman who pleaded guilty in the death of her daughter in 2020 has been sentenced to 20 years in prison.

Lashanna Charlton’s sentence was handed down in St. Lawrence County Court Monday morning.

She pleaded guilty in December to first-degree manslaughter in the death of her daughter, Treyanna Summerville, in their Gouverneur home on June 22, 2020.

Charlton will also face five years of supervision after she’s released from prison. An order of protection was granted for Summerville’s half-sister, who was originally charged with Summerville’s murder. That charge was later dropped. The half-sister was 13 at the time of Summerville’s death.
