Circumstances of Recovery: Unknown white male was found unresponsive in the 4th floor bathroom at 200 West 34th Street.

I think FCI in this case stands for Federal Corrections Institution. But if he was in jail/prison before wouldn't he have been identified by now? Maybe it's a military rank?

I also think it might be 5397-D and not S397-0

The federal bureau of prisons website only lets you search from 1982 onwards, but I wonder how to access historical inmate identification numbers?

200 W34th is Penn Station/LIRR. Mega train station bathroom. How sad, this story.

After doing some more digging, I think it is FC1 not FCI. Which is a rank in the Navy! It stands for Fire Controlman Rating Petty Officer 1st Class

Going to do some more digging. Does anyone know any vets, ideally from the navy?

I think it’s a “D” too. Seems like I’ve seen a similar tattoo in another case. I may be imagining that though. :D

If former military or inmate I would think he’d have a record of some sort someplace. JMO though.
