Richard Joshua Dane Patrick Buck, 28, and Keith Ray Starrett, 32, both of 4594 Old Scioto Trail, Portsmouth, Ohio, were taken into custody on September 3, 2024, after detectives found evidence of child and online discussions about sexual acts with children.
