Oh, @Richrd another one.
Awful winter weather for anyone to seek shelter in vacant buildings w no utilities.
A tragic series of events.

"Dickstein [ed: Dayton City Manager] clarified that the property involved in the fire was unowned and had actually been bought for $70,000 in December."*

Unowned, meaning .....?
Maybe speaker meant to convey that the building was (thought to be) unoccupied, based on 2022 property transfer w no subsequent application for a CUO,** or no issuance of CUO.** Imo, possible basis for stmt.

After fire, nearby residents made stmts that multiple ppl were seen there, but city manager said:
The building had no code violations and was not listed as a “nuisance” property by the city.

Or maybe "unowned" was a slip of the tongue by city manager or a keyboard boo-boo by reporter?
