He lived in Fulton County and had petitioned to have a larger sign in front of his property approved. The special permit in Williams was to haul mobile/manufactured homes. They are oversized loads and require permits and a specific route. His home is in Fulton County, Williams is one over and he would have cut through on his way to Indiana with loads.

When searching, I've always used Jim just in case it was his alias. It should be added to the time line.
