It reminds me of something the people who belong to the rainbow tribe would wear. Many of the folks who follow the group are transient type folks which could explain his being in the woods.

Thats what i thought too! Maybe he was Native American and belonged to a tribe.

The rainbow tribe is not a Native American Tribe, they are a modern day hippie movement who are into preserving the earth, among other things. There is some really good reading on their beliefs on the Internet. They follow a circuit si to say from gathering to gathering like burning man and tribal gatherings on US forestry lands.

I'm searching for things that might match the "Carta."

Magna Carta was part of the name of Jay-Z's recent tour. They played Cleveland in January 2014. I couldn't find a match to this design though, and that would only leave him in the park for 7-8 months max, not the two or more years they suspect, so I doubt if that lead goes anywhere.

The skeletal remains have been identified as Franklin E. Connel, who is believed to be a former resident of Miamisburg, according to the coroner’s office.
