It seems to be frequently misspelled in the media, but per her birth record, her name is Phyllis (not Phyliss).

YOUNGSTOWN, Ohio (WKBN) — Detective Pat Mondora of the Mahoning County Sheriff’s Office has received a lot of new information on a Coitsville woman who has been missing since 1981.

But Mondora still does not know the fate of Phyllis Brewer, who was 19 when she went missing in June 1981 after reports said she went for a walk.

In fact, the information has only led to more questions, because there are records of Brewer serving time in Ashtabula County after she was last seen alive. She would be in her 60s now.

As mentioned in post #9 she has a common name (and in fact shared the same name as her mom) In sticking with the date of last contact of 6/13/1981, what does anyone think of Phyllis as a match to UP7138? Body found in Corona, CA on 12/18/1981 with a PMI of one month. Age between 17-21 with an estimated height of 5’8” and estimated weight of 133lbs. Strawberry/reddish blonde hair about shoulder length, and pierced ears. Phyllis is listed as having straight, strawberry blonde, shoulder length hair. Height of 5’6”-5’7” and weight of 130-140. The recon looks similar, somehow capturing that same heart-wrenching forlorn look she has in her photos:

Brewer was last seen in Lowellville, Ohio on June 13, 1981. She left a residence in the 400 block of north Hubbard Road, apparently to go for a walk. She never returned.
Brewer was apparently never reported missing; the police only began investigating her case after her sister died in 2014 and the coroner's office realized one of her siblings was unaccounted for. Her parents and siblings are all deceased, but investigators were able to get a DNA sample from her niece.
At the time of her disappearance, Brewer was a student at Conneaut High School in Ashtabula County, Ohio, about an hour north of where she went missing. She lived with her father in Conneaut, off Interstate 90. Brewer's surviving family believes her father may have killed her.
Curiously, according to court records, Brewer had two interactions with the Conneaut Police Department in 1982, at one point serving ten days in jail in May 1982 before being released. Authorities are investigating this and looking into whether she disappeared at a later date than originally thought, or if someone else was using her identity. Her case remains unsolved.

I've read she left from 403 N Hubbard Rd in Lowellville, but she lived in Conneaut with her father... Who did she visit there? There are more than 60 miles to Conneaut, so how did she plan to come back home?

I think this may be her father.
