FBI Was Warned About Lake Hefner Shooting Suspect

The FBI confirms it was warned about Alexander Tilghman before he opened fire on people at Lake Hefner.

According to the FBI, Tilghman’s disturbed YouTube rants were protected under free speech.

Following Tilghman’s death after he opened fire on diners at Louie’s Restaurant Thursday, his channel has gained thousands of views and comments.

However, the FBI knew about the channel all along.

In a statement to News 9, the FBI says:

“In response to Thursday's shooting in Oklahoma City, a review of FBI databases were conducted and it was determined that one call was made to our Public Access Line (PAL) earlier this month regarding the shooter identified as Alexander Tilghman. The caller reported concerns about a YouTube channel associated with the subject, but did not report any potential threat of violence and did not have any knowledge of the subject possessing any weapons. Based on this information, and following our standard protocol, no further investigation was warranted.

In addition, earlier this year, FBI Oklahoma City Division had received an informal tip regarding the same YouTube channel. The content found on this channel at that time was identified as First Amendment-protected speech, and no further action was taken.”

Following the chaos of yesterday’s active shooter event in Oklahoma City, News 9 tracked Police scanner recordings.

Minute by minute, we transcribed the audio to get a better idea of how quickly the scene was contained, and the heroics involved.

6:30 PM

"Multi-company dispatch, engine 17 respond on a shooting, Lake Hefner Parkway and West Britton Road. Lake Hefner Parkway and West Britton Road."

Three minuets later, EMSA gets it's first recorded "active shooter" call.

Oklahoma City LGBTQ had warned cops about restaurant shooter

Tilghman, who was shot dead by bystanders at an Oklahoma City eatery, injured four people before he was brought down. But sources are reporting that the gay community was wise to the shooter’s problems before he walked into a public place with his gun drawn.

According to various reports, the shooter had distributed hundred of fliers in Oklahoma City, which accused transgender people of being Satanic in origin, and demonic in character.

The Advocate reported that after spreading his fliers, Tilghman gave an interview to The Gayly, a local LGBTQ publication, where he said “I am trying to find real people out there; everywhere I go, there is nothing but fake people. … Getting the truth out is all that matters.”

Bryan Whittle and Juan Carlos Nazario shot and killed Tilghman just outside the restaurant. They both had guns in the trunks of their vehicles, and they were able to retrieve their weapons and stop Tilghman, police said. Many have hailed them as heroes. “They stopped an incident that was very bad, and we had no idea what he was going to do after,” Mathews said during a press conference. “It could have really been bad…We’re very blessed that only three people were shot and didn’t lose their lives.”

Bystanders killed a gunman who fired into a restaurant. The NRA praised good guys with guns.

“It doesn’t look like he knew anybody at the restaurant. He didn’t work at the restaurant … This is an ongoing investigation. That could change,” Mathews said.

The incident at the Oklahoma restaurant energized the National Rifle Association, which immediately seized on the moment Friday, saying the actions of the two men are “just another example of how the best way to stop a bad guy with a gun is a good guy with a gun.”

A man who was not named but said he is Tilghman’s brother told KOCO 5 News that the shooting would have been avoided had Tilghman received the help he needed.

“Nobody reached out to him, you know. He was crying for me. I was like the only one, and a few other people. This tragedy could’ve been avoided. Me and my whole family and even his friends all thought that he should be put into a behavioral unit,” the man said, speaking to a reporter through a closed window of a home.

The problem inherent with the “good guy with a gun” philosophy is that the bad guy with the gun is already active, shooting and wounding people. The hero had to take a human life to end it.

And the shootings still happen. The good guys with guns — as heroic as they undeniably are — can’t prevent these shootings.

They can help end them occasionally, but that’s all. We can’t rely on the good guys with guns to intervene before these incidents escalate into gun violence.

We must do more to prevent them, imo.

Restaurant shooter previously reported to local and federal law enforcement

FOX 25’s Phil Cross began looking into the posters and the videos in late February of 2018. After reading posts from family members and acquaintances that said Tilghman suffered from a mental illness, no story was ever produced.

After watching many of the videos, Cross became concerned about the potential threat to public safety Tilghman posed. He emailed his concerns to his contacts at both the Oklahoma City Police Department and the Oklahoma City Field Office of the Federal Bureau of Investigation.

In a statement provided to FOX 25, FBI spokeswoman Andrea Anderson said, ““The Federal Bureau of Investigation Oklahoma City Division received an informal tip regarding a YouTube channel. The content found at the time was identified as First Amendment protected speech, and no threat to the public was identified.”

Because somebody might have a mental illness, doesn’t mean they go to jail,” Captain Mathews said. “That’s one thing we train on a lot in the police department; was he endangering someone else’s life, was he endangering his own life – you have to look into those situations before you can put somebody in a facility.”

“Just really thankful,” Witnesses, police give details surrounding Lake Hefner shooting

Family members tell News 4 that Natalie Will, and her daughter, 12-year-old Syniah Giles, were shot as they were walking inside the restaurant. Family members say Will was grazed by a bullet and did not require surgery. Syniah was shot near the tailbone area and she spent a couple of hours undergoing surgery.

Officials later determined another young girl, Alex Speegle, was also hit by the gunfire.

Speegle will have surgery according to her aunt, Leah Geurin. She says she has a shattered collarbone from a bullet and another one when into her right arm. Geurin says she will need metal plates and there is nerve damage to her right-hand which surgeons are hoping can be fixed so she regains use of it.

"But it was the most panicked moment I've ever felt in my life, like, not knowing what's happening and my son was screaming. I was holding him on my chest and saying, please be quiet, please be quiet," said Griffioen.

Many people were running to survive.

He had finished shooting in that location and was running away.

He wasn’t necessarily done shooting, though. He couldn’t get into the restaurant.

This area is a popular lakeside area with trails, playgrounds, restaurants, sailing, a marina, etc. Hundreds of visitors at this time of day. He wasn’t leaving the scene.

He had just gotten started.

Police interviewed hundreds of witnesses on-scene, and it took 12 hours or more to search the area and clear it as safe. Every car, etc. Roads were closed, a highway overpass was closed. The scene wasn’t released until after daylight the following day.

The shooter’s corpse wasn’t removed my LE until 2 or 3 am.

The initial shooting started around 6:45 the prior evening.

Nazario told News 4, he "just did what [he] was trained to do to neutralize the situation." And went on to say, "I was just there enjoying the lake scenery and heard shots and at that point, I zoned out and had to take action. Just glad no innocent bystanders' lives were taken and unfortunately a life was lost, but he had a choice to drop the weapon and chose otherwise."

When asked if he was at the right place at the right time, he said, "agreed, it was definitely a calling."

The shooting is still under investigation.

Man who shot gunman says he's no hero

Bryan Whittle doesn't think of himself as a hero for stopping the gunman outside Louie's Grill & Bar at Lake Hefner last Thursday.

"Oh, no. No, no. Not at all," the master sergeant in the Oklahoma Air National Guard told The Oklahoman. "I just feel like I'm just an average guy who had the right tool to help at the right time."

Whittle and another armed civilian confronted and fired on the gunman Thursday evening minutes after he shot a woman and two girls from outside the popular restaurant, police said.

The gunman was killed after he raised his weapon and fired again, police and eyewitnesses said.

"I just reacted," Whittle, 39, said. "I just did it. I wasn't thinking about anything other than I had to stop this guy and I'm not going to die here."

Whittle lives in The Village near Lake Hefner. He and his wife, Shannon, had just started on a fishing trip to a lake in eastern Oklahoma for the Memorial Day weekend.

"We just were about to get on the highway and we both saw a big commotion going on down by where the restaurants are," he said.

Thank God for our servicemen and women. They didn’t sign up to confront gun violence in their neighborhoods and communities. But I’m thankful he was where he was when he was.

This shooting happened very close to his home.

Safety concerns arise following restaurant violence

Oklahoma City restaurant owners and managers are reflecting on customer and employee safety following Thursday's shooting at Louie's Grill & Bar, a Hal Smith Restaurant.

The shooting prompted leadership at Hal Smith Restaurants to issue a statement regarding concern for customer safety, as well as several other local restaurateurs to consider best practices for the future.

"At every Hal Smith Restaurant, the safety of our guests and employees is our utmost concern," the Hal Smith Restaurants statement said. "We are extremely thankful the situation didn't escalate further, and that injuries were not more widespread. However, our hearts are with the wounded during this incident. We will continue to support our guests and families in any way we can during this difficult time, and we have a counseling team standing by for any employee or customer that may request those services."

Oklahoma restaurant shooting victims recovering

Will said his granddaughter underwent surgery and was "still in a lot of pain" at Oklahoma Children's Hospital on Saturday. The hospital said the girl was in good condition, and Will said his daughter was treated and released.

The mother and daughter, along with a 14-year-old family friend, were shot as they arrived for a birthday party at Louie's On The Lake in Oklahoma City. Police said the family friend was shot in the arm or wrist, though no updates were provided Saturday.

The birthday dinner was for Giles' other daughter, who wasn't injured. Will said hundreds of people were in and around the restaurant at the time.

Police have said the shooting appeared to be random and confirmed that they're looking into Tilghman's mental health.

He likely did; it wouldn’t surprise me, either. I’ve lived near this area, and it’s always been a popular show in this neck of the woods.
