It doesnt seem unlikely that she was sleeping with her drug dealer. She may not know for sure who the father is
Right, but it doesn't make sense that she wouldn't be able to give a description of someone she conceived a child with/ bought drugs from, even if it was only once. If she really doesn't know his last name, someone does. If he exists of course.

Arrest/Bond:
Rowland is in the Oklahoma County Detention Center on a $3,000 bond.
The Oklahoma City Police Department is now assisting the Moore Police Department in the ongoing search for the child, who is now 5-years-old.

Rowland has been charged with child neglect and released on $3,000 bond. The investigation remains ongoing as authorities work to uncover the truth and bring the missing child home safely.

Rowland told police Carlos could be the girl’s father, but she wasn’t sure, according to the affidavit.

 
DHS wasn’t able to speak to any specifics on the case per policy but said in a statement, “Situations like those described in this affidavit are heartbreaking and unimaginable. The agency is grateful to our law enforcement partners for their continued work to find her and as they seek justice in her disappearance.”

Rowland was booked into the Oklahoma County Jail last week. Authorities were working on raising her bail to $100,000, but she was able to post bond before that.

I hate that she posted such a low bond- can tgey raise it and take her back into custody?
