I just realized I never posted my relatively useless update...
I spoke with the Detective on this case last week. He confirmed that fingerprints were run through all available databases with no hits. His name/DOB was also run with no results. They are trying to get records from SSA to see if there were any hits on his SSN since 1976. I questioned the May 1976 date of last contact in Namus versus the Military Records showing a November 22 1976 date of last contact. He expressed that he did not have full confidence in the military records. My impression from our conversation was that he felt Stephen was still alive living under an alias. I did a quick search and found the following article.

Records Center (NPRC) holds on a particular individual,
e.g. such as this individual;

I wonder if the NCIS might be helpful to you in
some way, for instance in the Camp Pendelton
unidentified person UP62407 I mentioned above,
they might prod the case manager (San Diego
County Mediacal Examiner's Office); The National Missing and Unidentified Persons System (NamUs)
to advance in the queue any test for DNA of any
remains they may hold in that case (and perhaps
might arrange for Federal funding to expedite that).
Strictly speaking, I would have thought NCIS would
still retain a responsibility for or at least an interest
in any Navy or Marine Service Member who went
missing whilst still serving, such as Stephen Murphy.

How do I figure out if he is deceased if nothing shows up. Archives won't release his records unless they confirm he is deceased or they have his written permission. I've given them everything about him except SSN or service number. I just want to know what happened to him all those years ago. Thank you for your support, suggestions, and most importantly for listening.
I requested his record again using the number I recieved. These are screenshots of the email I recieved. I believe I won't be getting anything that way. Any opinions. I look forward to your thoughts about these

Maybe it's time to start this process? My thoughts are that if it were found that someone were claiming benefits as him, they would have to either conclude that he wasn't dead (yippee!) or investigate someone for fraud?
