Merissa Carron told KATU that she had just returned from church with her two daughters and had let them carry their Happy Meals into the home when the dogs got loose.

That poor baby, I'm so glad she survived and is recovering. Her mother and sister must be traumatised, too ☹️

53-year-old Melinda Walker of Salem, was cited for dog as a public nuisance, maintaining a dangerous dog, and reckless endangering.

Carron claims she has had previous incidents with Walker's dog, noting that her father-in-law had been bitten by the dog and her own dog had been attacked by it. She said she had not called animal control or police because she had been working with property managers to take action against Walker over the dog.

"The final time I had reported, I had specifically told our apartment manager, I said, 'This dog is going to get out, he's going to either kill a child or he's going to scar them for life,'" Carron said.
Salem Toddler hospitalized after being mauled by neighbor's dogs

SALEM, Ore. (KATU) — A Salem woman facing criminal charges after her dog allegedly mauled a neighbor’s child has a previous Marion County Dog Control case after her dog allegedly attacked a different child, KATU News has learned.

According to Marion County Dog Control, Walker appeared before a judge in May 2025, after the same dog allegedly attacked a 5-year-old child she was babysitting.

Walker had promised to get professional training for the dog and take preventative measures. It is unclear whether that happened.

Corron said her neighbor was unsympathetic during the incident.

“The only thing she said, as soon as I was able to get my baby away from her dog that had latched on to her head was, ‘Now my dog is going to have to go to the pound,'” Carron said.

‘My baby would never hurt anybody,’ is what she had told me,” she said, referring to the neighbor.

This owner had previously faced charges for failure to control/supervise the animal, it had already bitten a small child and others in the past, and was still in a position to harm this child.
