I'd be willing to be he will be prett adept at hiding from those looking for him if he doesn't want to be found. Fortunately, temperatures are still mild out that way. I feel for him, I came out of foster care (adopted by foster parents who were LEO and former LEO). Some places are wonderful, some can be horrific and running away would be attractive alternative to a lot of young kids with history in such places, even if their current home situation is really good.

This is really sad. Chayton has run away from foster care, repeatedly, for the past three years. I remember starting threads for him from when he was 11 yo in 2023. Three years later he is still running at age 14. He has been located in the past at homeless camps, and it isn't long after he's located that he takes off again (it's usually just weeks.)

He is now missing again -- this latest time, he is missing from Tigard, OR and hasn't been seen since March 19, 2026. He now has a street name, "Jabber," that is something new.

The Oregon Department of Human Services (ODHS) Child Welfare Division is asking the public to help find Chayton Owings, age 14, who went missing from Tigard on March 19th.

Owings is believed to be in danger. The public is urged to contact 911 or local law enforcement if they believe they see Chayton.



Chayton Owings, also known as Jabber, went missing from Tigard on March 19. He is believed to be in danger, officials said.

“Chayton Owings is suspected to be in Portland Metro area, East River Promenade in Portland. Homeless camps in and around Hawthorne Bridge Area,” ODHS said in a release.

Chayton, who also goes by the street name “Jabber,” is described as 5 feet 2 inches tall and weighing about 102 pounds. He has brown, short, unevenly cut hair and blue-gray eyes. He uses he/him pronouns.

The Tigard Police Department is investigating the case under report number 260005328. A report has also been filed with the National Center for Missing and Exploited Children.

This is an article from one of the times he was missing in 2023 at age 11. It has always stood out in my mind, because it illustrates how desperate this child is. I just don't know what the solution is. How can he be kept safe? He has been placed in many different locations, always with the same result. He surely must have been given ankle monitors, but we've seen numerous examples of how easy it is to remove them. Poor kid looks so sad in his most recent pictures.

On Friday, August 25, 2023, 11-year-old Chayton Owings was reported as missing by his foster parents.

On the next day, August 26, two Springfield Police officers located a male juvenile (later determined to be Owings) sitting under the train trestle in a large, unhoused campsite.

When the Officers went to question who Owings was and where his parents were, Owings ran from the officers and jumped into the Willamette River.

Springfield officers, assisted by a University of Oregon Police officer, and the Eugene-Springfield Fire Department attempted to rescue Owings.

After more than 30 minutes, Owings was rescued.

Owings was released to the Department of Human Services (DHS). DHS later released Owings back into the custody of his foster family.

On Sunday, August 27, Owings ran away from his family again and is missing currently.
